There are numerous reports, like this one, that the right is readying “hundreds” of point-of-order objections to turn any attempt by Democrats to pass some portions of health reform through as part of the budget reconciliation process into a total snafu. Parliamentary procedure would require that these point-of-order objections be tabled by a 60-member vote in the Senate, basically having the effect of bringing the filibuster into the reconciliation process and the high vote count needed for cloture along with it. I don’t doubt that conservatives would do this. So, in brief, if the Democrats try the two-bill strategy, things could get very, very ugly in a hurry.
